A steep rise in customs duties takes effect in Cuba on Monday. The country has increased taxes on goods imported by airline passengers and through cargo shipments to Cuba.
The government says the taxes are similar to those imposed in other countries. From Monday, Cubans who travel abroad more than once a year will pay higher tariffs, and in hard currency rather than the weaker national peso. Cubans will also begin paying dollar-based sums to receive packages shipped by air and sea.
Many private small-business owners see it as a sign that authorities are more concerned with preventing wealth creation than truly transforming the island’s economy.
